### Bug report
**Which page or component**
- `web/src/pages/home/dashboard.tsx` — the load-failure Alert (message,
description, retry action)
- `web/src/pages/home/index.tsx` — the footer build-version line
**What happened**
Both surfaces sit next to properly localized text but bypass the table:
- `dashboard.tsx` already holds `t` from `useLang()` and the repo even has a
`common.retry` key, yet the failure Alert hardcodes `message="仪表盘加载失败"`,
`description="无法获取集群概览，请检查网络连接后重试。"` and a literal `重试` button.
- `index.tsx`'s footer localizes its neighbours (`t('home.community')`,
`t('home.brand')`) and then renders `当前版本 {__BUILD_TIME__}
build({__BUILD_COMMIT__})` as raw Chinese for every viewer.
**Steps to reproduce**
1. Switch the display language to English.
2. Open the home page with the backend unreachable: the failure alert is
entirely Chinese.
3. Scroll to the footer: the version line starts with 当前版本.
**Expected behaviour**
The alert reads `homeDashboard.loadFailed` /
`homeDashboard.loadFailedDescription` / `common.retry`, and the footer version
line interpolates `home.currentVersion` with the build metadata.

branch `rocketmq-studio`, commit `4ee173ad`.
