fix(alerts): honor the seed offset of recurring silences

Occurrences were rebuilt with ZonedDateTime.of(LocalDateTime, ZoneId),
which always picks the earlier offset for wall-clock times that exist
twice on fall-back days. A silence seeded at the second pass of such a
time (startsAt 06:30Z, i.e. 01:30 EST on 2026-11-01 in New York)
therefore rebuilt its first occurrence at 05:30Z; that landed before
startsAt, the seeded window itself was skipped, and alerts fired during
a window the user had silenced. Later occurrences drifted to the earlier
pass the same way.

Rebuild every occurrence with ZonedDateTime.ofLocal(..., preferredOffset)
carrying the offsets the seed was created with, for both the start and
the end boundary. The seeded window resolves back to its exact instants
and later overlap days keep the same pass; unambiguous and spring-gap
days behave exactly as before.

Red-green: the two new overlap tests fail on the unfixed resolver
(window skipped; next-year occurrence active an hour early) and pass
after the change; the 9 pre-existing schedule tests, including the
spring-DST wall-clock test, stay green, as do the silence service,
controller and state machine suites (32 tests total).
