### What pin the rule delete contract had no test. This adds the validation contract. ### What is pinned - the rule id is **required** - a delete that names no rule must fail validation instead of silently deleting nothing. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Discriminating mutations: the required constraint inverted (red). - Restored: green.
