### What pin the bulk rule toggle contract had no test. This adds the validation contract. ### What is pinned - the rule ids are **required and non-empty**; - **at most 100 rule ids** per bulk toggle; - **a null id inside the list is rejected** (container-element constraint); - the enabled flag is **required** - both states are valid. ### Verification - New tests on unmodified code: **5/5 green**, checkstyle clean. - Discriminating mutations: the size cap raised to 101 and the required constraints inverted (red). - Restored: green.
