### What AclCapabilitiesVO answers "are ACL operations backed by the selected instance". It had no test. This pins: the remote read and remote write verdicts are independent (a provider can answer one and not the other), and they travel with the vendor, access type and state source so the ACL page can explain its verdict. ### Verification - New tests on unmodified code: **3/3 green**, checkstyle clean. - Regression only (capability record). - Restored: green.
