### What ClusterConfigPreviewVO is the answer of the config update preview: current and proposed config side by side, one row per differing field with the broker property it maps to, the brokers the change will hit - and the changed verdict that lets the UI show a diff or say "nothing to apply" without re-deriving it. It had no test. This pins both a changed and an unchanged preview. ### Verification - New tests on unmodified code: **2/2 green**, checkstyle clean. - Regression only (preview carrier). - Restored: green.
