### What InstanceCapability is the stable, user-facing capability vocabulary every provider resolution and the capabilities endpoint speak. It had no test. The frontend gates its actions on these exact names, so this pins the full eight-constant set - a renamed or dropped constant would silently disable a working action instead of failing loudly. ### Verification - New tests on unmodified code: **1/1 green**, checkstyle clean. - Regression only (enum vocabulary). - Restored: green.
