### Before Creating the Bug Report - [x] I checked the open pull request titles for this pagination failure. - [x] Reproducible in the frontend services on `rocketmq-studio` at `8bbe7947`. ### Describe the Bug `listAllTopics` and `listAllConsumerGroups` collect paginated API responses for export and other full-inventory views. Both return their accumulated rows as soon as a page is empty, even if that page's response still reports `total` greater than the number collected. An incomplete or inconsistent page is therefore presented as a complete inventory. This also affects the Topic comparison dialog and the consumer group selector, which use these full-list helpers. ### Steps to Reproduce 1. Have the first page return one item with `total: 2`. 2. Have the next page return `items: []`, `total: 2`. 3. Call either full-list helper. It resolves with one item rather than reporting the incomplete scan. ### Expected Behavior Return a partial list only when the collected count reaches the reported total.
