Promote both tools to L3 to match their declared fields, their destructiveness and their L3 siblings (rmq.group.delete, rmq.topic.delete, rmq.acl.delete, rmq.user.create, rmq.user.delete), and pin the invariant with a catalog consistency test plus a mutation-filter test that drives the real rmq.group.reset_offset definition through all three L3 gates.
