Fixes #7246. `GET /api/acl/users` declared `keyword` in the frontend API contract, but the controller bound only `instanceId` and `AclService.listUsers` returned the unfiltered directory — typing in the directory's search box did nothing. The unpaged directory now filters by case-insensitive `contains` on username or access key (blank keyword = no filter, matching the paged `pageUsers` semantics), the controller forwards the optional `keyword` parameter, and the Tencent path is filtered the same way. Callers that need the full directory (`getUser`, the `rmq.acl.*` tool handlers) pass through unchanged. Tests: `AclServiceTest.listUsersShouldApplyKeywordToTheUnpagedDirectory` (username match, access-key match, blank keyword keeps all, credentials still masked), `AclControllerTest.listUsersShouldForwardKeywordToTheDirectoryService` (MockMvc asserts the service receives the keyword), and a frontend contract test asserting both query params reach `/acl/users`.
