Hmm, what you're suggesting may not not be rocket science...we already have 
templates that modify themselves based on whether someone is logged in.  For 
example, basic theme, the side menu is different based on whether you log in.  
It may just be an issue of checking the conditional of whether one is logged 
in, then pre-populating the username and email fields of the comment with the 
User.ScreenName and User.EmailAddress (or whatever the User fields are called, 
check the latest template guide), and those fields can be made read-only once 
populated.  If no one is logged in yet, just hide the new comment entry field.

It looks like you just need to customize the themes to your tastes, something 
we have the Template Guide for.
