Summary: Manage Jekyll dependencies with Gradle

When updating Samza documentation, the expectation is the contributor needs to
understand how to install Ruby and mange Ruby dependencies. This creates an
unnecessary hurdle for the contributor.
Because this project already uses Gradle for dependency management, Gradle
should manage Jekyll dependencies as part of the build.
