### Purpose of this pull request
Introduce coordinated schema evolution for parallel Flink sinks by
separating external DDL execution from writer-local schema refresh.
Flink applies each external schema change through a single operator,
broadcasts the complete evolved schema to all parallel sink writers, and delays
post-change rows until downstream processing is confirmed by a checkpoint. JDBC
and MultiTable sinks implement the new opt-in SPI, while unsupported sinks
retain the existing behavior.

- Added API tests for MultiTable DDL coordination and sibling-writer refresh
- Added JDBC tests for separated external DDL execution and local schema
refresh
- Added Flink tests for external schema application, full-schema broadcast,
duplicate event handling, checkpoint coordination, state restoration, and
writer refresh
