Thanks @nzw921rx for the second look and the LGTM. Nothing has changed on my end since my approval on 15 August: head is still `24cbf068312d2d135c5aee3fdc0de02653150290`, CI is green (`Build`, `Notify test workflow`, `labeler` all passing), and `dev` hasn't touched `FlowControlGate.java` or its tests since then.
