Classification: E / Core REST JSON configuration parsing. Thanks for offering to help. I rechecked current source and related pull requests before making an ownership decision. There is already one exact active implementation path: #12443 by @hutiefang76. It covers the REST JSON submit path and the repeated Map-to-Config conversions through ConfigBuilder, ConfigShadeUtils, and ReadonlyConfig, with single/batch HTTP regressions and documented literal-key semantics. That PR is still open and its Build is not green, so this issue is not complete; however, a second implementation would overlap the same root cause. I am not assigning a parallel owner or authorizing another fix PR. Please do not duplicate the REST conversion tests or shared quoting utility. If you would like to help, coordinate on #12443 by reproducing its current Build failure or by proposing a clearly separate follow-up for the explicitly excluded metadata-provider path, with a failing regression first.
