问题步骤大概是生产者服务所有实例下线，注册中心（cse）好像把微服务都删除了，导致3秒一次的查询实例任务报错
find service {} instance failed，后续服务上线后，消费者端的缓存一直不会刷新，导致一直出现问题
复现可以直接在注册中心cse删除服务，然后重启provider consumer永远无法恢复。
