The conf obtained here is the one currently running in the system, so delete
these verification logic.
NameNode#reconfigureSlowNodesParameters =>
datanodeManager.initSlowPeerTracker(getConf(), timer, peerStatsEnabled) =>
getConf() => dataNodePeerStatsEnabledVal==true
