Yes, the logic of the testSlowPeerTrackerEnable UT called
nameNode.reconfigurePropertyImpl and it will not refresh the system runtime
configuration, Currently, it does not affect this UT.
I think we can create a new PR to fix this issue. That is to change
nameNode.reconfigurePropertyImpl to nameNode.reconfigureProperty, and add some
other cases.
