@slfan1989 I'm not sure what you mean "quite a large difference", compared
to the original patch (https://github.com/apache/hadoop/pull/7780), except for
comments, the only difference is that this backport does not include
`dev-support/docker/vcpkg/vcpkg.json` because it does not exist in branch-3.4.
The backport decision is based on that HADOOP-19289 goes to branch-3.4 but
has not completed the work, it only upgrades the Java side, keeping that
branch-3.4 uses a different version of protobuf.
I'd like to know the technical justification behind the veto.
