Thanks @pan3793 and @slfan1989 for your works here. IIRC, `ZKDelegationTokenSecretManager` is generally used by DFSRouter, and it will retrieve from zookeeper if no entry in local cache when use its one implement `ZKDelegationTokenSecretManagerImpl`.
