I'm not saying umask default value have bug, I'm saying that the base 
permissions should be different for dir and file.
In your program, you are not using base permission(default permission) at 
all(you are using S_IRWXU explicitly). I think the correct test  should use 
mkdir and touch(or cat) to create dir and files, not low level system calls.
