If I turn on subtasks, then the missing JIRAs from branch-2.7 vs. the generated 
report is only HADOOP-6857 (and if you read the JIRA, you can see why).  
Meanwhile, branch-2.7's changes.txt is missing 259 JIRAs, again including 
subtasks.

So yea, this is pretty much what I expected: the changes.txt file is completely 
out of sync with JIRA, with JIRA generally being more accurate.
