I understand now that the 'p0' and 'p2' in the message:
      The patch does not appear to apply with p0 to p2
are not Priority values. They are the -p<num> options to the 'patch' command. 
Jenkins tried to apply this patch to trunk: 
http://svn.apache.org/repos/asf/hadoop/common/trunk/

But this patch is meant for site: 
http://svn.apache.org/repos/asf/hadoop/common/site/

Is this one of the exception cases where the patch can be committed though an 
error is reported, because the error is not due to the patch? Or is there some 
other way to submit patches for site (i.e that is neither trunk nor under 
branches)?
