You can use maven to build.  It can download dependencies via a proxy (if you 
configure it to).

Alternatively, you can tell ant where the proxy is by setting some properties 
when running it:

ant -Dhttp.proxyHost=<host> ...

The properties you may need to set:
http.proxyHost
http.proxyPort
http.proxyUser
http.proxyPassword
