[logging] 1.0.4 release plan

i've finished reviewing the bugs and creating my notes for the release 
plan. this is the chance for anyone who's interested in commons-logging 
to take a look

and contribute your opinions. in particular, look at the bug review.

i'll probably start a VOTE on the plan tomorrow.
