I don't believe Benchmark is ready to be promoted to Commons Proper. As far as I can tell, it is missing the single most important ingredient of a project at the ASF - community. It has a single committer and very little discussion on the lists. This isn't all that surprising, since it hasn't been around very long, but it does mean that it's not ready for promotion out of the Sandbox quite yet.
