In preparation for putting together a formal release candidate, it seems the current src/bin distribution build only bundles the docs and core JAR - no additional tag libraries, or the contents of the "bin" directory.

Any thoughts on what should be bundled?

I propose the existing format is fine, but that the bin files should be included in the root directory, and forehead. (I need to check, but I assume this means that if JELLY_HOME is set to the extracted directory, the scripts will work).

I don't believe any tag libraries (other than core) should be included in the distro. They can be downloaded using Maven for those using Jelly in that way, and anyone adding an additional library manually will need to do the research to get its additional dependencies as we can't distribute a lot of these.

I'll prepare it based on feedback in about 24 hours, and put forward a vote.
