Apache stopped using CVS two years ago. Every project has the appropriate instructions to download the sources from the *Subversion* repository. For example, if you want the instructions on how to access the repository for Commons BeanUtils, go to [1]. Note that a large number of Apache projects are built with Maven ... in such cases, the way to find this kind of link is to select "Project Info" from the left navigation bar, then "Source Repositories".
