Commons threadpool is dormat and unfortunately its website hasn't been updated to point to subversion (site still references cvs).
As it doesn't appear to have been released then the only option is to check out the source from subversion. Apache stopped using CVS two years ago. Every project has the appropriate instructions to download the sources from the *Subversion* repository. For example, if you want the instructions on how to access the repository for Commons BeanUtils, go to [1].
