Tires leach zinc, which can be toxic to plants by causing an imbalance in nutrient uptake of other minerals. Young leaves will turn yellow because it inhibits photosynthesis, stunting growth and leading to plant death. I don't think tires should be used in a garden for the health of plants and people.
