The Gender and Science and Technology (GASAT) Association is an

Education. The theme of the conference is STEPS: Gender Steps Technology and
Economic Paradigm Shifts.

Themes of the conference are:

The International Human Rights Academy is a human rights course, organized
every year alternately in South Africa and in Europe under the auspices of
Ghent University (Belgium), the University of the Western Cape (Republic of
South Africa), Utrecht University (The Netherlands), the Norwegian
Institute
of Human Rights at the University of Oslo (Norway), together with  the
Washington College of Law at American University (United States of
America).
The Belgian Government is providing financial support to the programme.

The various intensive courses that make up the Academy are designed to
provide high quality legal education in comparative international human
rights and in humanitarian law, with emphasis on the practical aspects in
the
various fields.

Courses include the universal system of protection of human rights, the
regional systems of protection of human rights, the American, African and
European human rights systems, international criminal law and human rights,
international humanitarian law, transitional law, social and economic
rights, children's rights, women's rights, minority rights, rights of
refugees, the prohibition of torture in international human rights law,
universal jurisdiction, foreign policy and human rights, human rights from
an Asian and Arab perspective, etc.

Lectures are given by teachers of the organizing universities and institutes
and by highly experienced practitioners in the field of human rights.

Level: graduate, professional.

Participants: academics, post-graduate students, staff of international
organizations, staff of international and national non-governmental
organizations, judges, lawyers and other legal practitioners from countries
all over the world. Admittance presupposes a fair knowledge of human rights
law.

Tuition and lodging: the cost of participation is $ 900 per student. The
amount covers Tuition, Course materials, Full board, including accommodation
and food. A limited number of scholarships will be awarded to participants
from developing countries. The organizers of the Academy can, if the
participant so wishes, help him to make the necessary travel arrangements.
Participants must make their own visa requirements and take care of adequate
medical, travel and damage insurance coverage. The organizers of the Academy
will contact the Belgian diplomatic or consular institutions in the
participant's country in order to help the participant in obtaining a visa.
Participants will be lodged in Ghent University accommodation.

An international conference organized by the Transformative Learning Centre

The theme for this conference, that celebrates the 10th anniversary of the
Transformative Learning Centre, is 'Lifelong citizenship learning,
participatory democracy and social change: local and global perspectives'.

This conference builds on three conferences held recently at OISE/UT: the
first international conference on Social Movement Learning (March 2001), the
fourth international conference on Transformative Learning (November 2001),
and the third forum of the Citizenship Education Research Network (May
2002).

Among some of the possible topics and concerns for discussion in this

BEYOND POST-COMMUNIST TRANSITION: RECONSTRUCTION AND DEVELOPMENT IN SOUTH-
EASTERN EUROPE

Over the past decade, the countries of South-Eastern Europe have undergone
traumatic regime changes, including in some cases wars of secession, and
profound shifts at the social base. One of the results of these changes has
been an unprecedented number of reconstruction initiatives. These
initiatives, both international and domestic, address economic, social and
political needs, and indeed in many cases can be understood as attempts to
resolve an impasse in development which most of the region has faced since
the late 1970s.

The Centre for Russian and East European Studies at the Munk Centre for
International Studies (University of Toronto), will be hosting an
interdisciplinary graduate student conference on the topic of reconstruction
and development. We are interested in papers dealing with any of the
following three broad issue areas, preferably in a comparative manner:

Political and institutional reconstruction issues of state consolidation,
nation building, interest representation, problems in functioning of
political institutions, "democratization" initiatives, etc.

Socio-economic development viewed from sociological, anthropological and
political-economic perspectives, including issues of elite formation and
organization, economic policy development, socio-economic impact of policy
choices, international aspects of development, etc.

Development of civil society including issues of gender equality and women's
development, media, religion, minority rights, etc.

We will be considering only those papers dealing with the following
countries: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Macedonia
(FYROM), Montenegro, Romania and Serbia (including Kosovo).

This conference is open to graduate and post-doctoral students. Those
wishing

symposium, "Women Science and Sustainability" at the 20th Pacific Science
Congress in Bangkok, March 2003.

As we acknowledge the increasing interconnectedness of peoples and places,
the scientific community is grappling with defining a "science of
sustainability" (International Initiative on Science and Technology for
Sustainability) that meets fundamental needs while preserving the earth's
life-support systems and alleviating hunger and poverty.  At this juncture,
in addition to equity concerns, it is critical that all human resources and
all perspectives be brought to bear on the critical challenges facing
humanity as we attempt to define sustainable development based on the three
pillars of environmental, social and economic sustainability.  This
symposium
invites papers on a wide-range of topics related to gender and science
including the emerging arena of sustainability science and,because of a

PRAXIS: The Fletcher Journal of Development Studies is announcing a call for
apers for its spring 2003 issue on DEVELOPMENT IN TRANSITION.

Practitioners and theorists in the development field today face a rapidly
changing world.  Long-standing assumptions have been challenged in the face
of the Johannesburg Summit, the aftermath of the cold war and the terrorist
attacks of 9/11, and intensifying public criticism of the IMF and World
Bank.

Public health and the environment are also coming to the forefront of the
issues facing development practitioners around the world.

How is the discipline changing (or not changing) to reflect these shifting
priorities?  PRAXIS is currently seeking submissions from development
professionals addressing this question.

PRAXIS invites experienced practitioners and academics to submit papers,
essays, and book reviews on the topic described above.  Submissions can be 5
to 30 double-spaced pages and should be submitted with a one-paragraph
abstract of the work.  References must be in endnote format in accordance
with the Chicago Manual of Style.  Please send submissions electronically,

promotion and development of Gender and Women's Studies on the African
continent. The vision of the AGI's Strengthening Gender and Women Studies
for
Africa's Transformation (GWS Africa) Project, is of an African continent
enriched by a robust and dynamic intellectual environment which supports
African teaching and research in the field of gender and women's studies and
contributes to democratisation and gender justice.  The mission of the AGI's
GWS Africa Project is to strengthen African teaching and research in gender
and women's studies by bringing teachers and researchers based in African
universities together in a series of carefully designed training, research
and publishing activities, and a combination of online communications and
workshops.  The African Gender Institute has established www.gwsafrica.org
in
collaboration with the community of scholars currently engaged in gender
studies all over the continent, and we invite ongoing dialogue and
networking.

In this paper we argue that a gender analysis is fundamental to health and
health planning. We begin with a definition of gender and related concepts
including equity and equality. We discuss why gender is key to understanding
all dimensions of health including health care, health seeking behaviour and
health status, and how a gender analysis can contribute to improved health
policies and programming. Despite the many reasons for incorporating gender
issues in health policies and programmes many obstacles remain, including
the
lack of attention to gender in the training of health professionals and the
lack of awareness and sensitivity to gender concerns and disparities in the
biomedical community. We argue that the key to placing gender values firmly
in place in Health for All renewal is a change in philosophy at all levels
of
the health sector and suggest ways in which such a change can be implemented
in the areas of policy, research, training and practical programmes and
interventions."

It is now familiar knowledge that tackling poverty must take into account
policies to increase women's opportunities for micro- enterprise.  In rural
areas, that means access to markets and transport. Yet, transport policy
makers and providers have paid almost no attention to gender equity, and
gender researchers in development have seldom examined the crucially
important role which transport plays in women's lives.

This book draws together local level research from 15 countries across Asia
and Africa, to help understand how gender affects men and women's access to
transport, and what steps can be taken at community provider and policy
levels to improve the situation. It presents fascinating information about
different forms of rural transport in diverse settings; the social roles
transport plays; the uneven gender-influenced access to it; and the impacts
poverty, culture and gender-insensitive provision have on women's lives in
relation to transport.  See the list of contributions at the end of this
announcement.

Of great practical importance are the various proposals the contributors,
and
those who discussed their findings in a series of workshops, make for
tackling what can only be described as women's mobility poverty.

As its title suggests, Core Obligations offers a framework for thinking
about
economic, social and cultural rights, which rests on the concept of core
obligations: the minimum standards a state must meet to be in compliance
with
its obligations related to these rights.  The introduction sets out the
foundation of the concept of core obligations and explains the approach the
volume is proposing.  Subsequent chapters, written by international experts,
examine individual economic, social and cultural rights in light of it:
describing their content, delineating core state obligations and identifying
representative violations.

Frequently overlooked or poorly understood rights such as social security,
cultural participation and the right to the benefits of science receive the
same in-depth treatment as higher profile rights such as health or
education.  Important new topics that are gaining prominence in debates
about
human rights, such as the relationship between human rights and intellectual
property protection in an age of globalization, are thoughtfully examined
and
clearly presented.

Some of the traditional thinking about economic, social and cultural rights
does not hold up under this in-depth examination.  The book shows that
economic, social and cultural rights are full-fledged human rights and not
just laudable policy goals; they are not necessarily expensive to implement;
they can be monitored and violations identified; and states can be held to
account for the relevant human rights obligations they assume.

The publication "Transition, Privatisation, and Women" is a collection of
papers presented at the International Conference "Impact of Privatisation
and
Structural Adjustment in the Transition Countries on Economic and Social
Position of Women" that took place in Subotica, Yugoslavia, on February 22-
24, 2002. This event was organized by the women's Center for Democracy and
Human Rights, Yugoslavia, in the partnership with the Bulgarian Gender
Research Foundation, Sofia, Bulgaria, and Center of Legal Assistance for
Women, Zenica, Bosnia and Herzegovina. The conference gathered sixty
participants, representatives of women's NGOs and experts on economy and
gender from 15 countries: Russia, Armenia, Moldova, Poland, Czech Republic,
Hungary, Georgia, Slovenia, Croatia, Bosnia and Herzegovina, Macedonia,
Bulgaria, Ukraine, Lithuania, and Yugoslavia, as well as representatives of
the UNECE, European Women's Lobby and Women in Development Europe (WIDE).

Systematically arranged articles define the theoretical, methodological and
geographically analytical framework through which main trends in gender,
privatisation, and the structural adjustment of transitional countries,
after
more than ten-year experience in these processes development, are analysed.
Key issues set in this context are the following: How are the processes of
economic reforms and structural adjustments reflected to the realisation of
the economic and social rights of Women in Central and Eastern Europe? More
specifically, to what extent do the processes of privatisation and the
decrease of social roles have an impact, i.e. limit women's approaches to
those rights?

DUMA GIVES INITIAL NOD TO VOTING MACHINES... The Duma on 30 October approved
in its first reading a bill on the use of electronic voting machines,
RosBalt
reported. The bill was introduced by the Central Election Commission (TsIK)
and includes provisions regulating the use of electronic voting machines and
approving the vote protocols that they generate. Deputy Anatolii Lukyanov
(Communist), who headed the opposition to the bill, charged that the use of
electronic voting machines would make it easier for officials to falsify
election results, while TsIK Chairman Aleksandr Veshnyakov, defending the
bill on the floor of the Duma, said the new system would make falsification
more difficult. Deputy Boris Nadezhdin (Union of Rightist Forces) said the
bill lays the groundwork for completely automating the country's voting
system and predicted that in the near future, Russians will be able to vote
from their homes via the Internet. RC

 ...AND REDUCES LEGAL MARRIAGE AGE. Deputies on 30 October also unanimously
approved in its third and final reading an amendment to the Family Code that
would reduce the legal marriage age from 16 to 14 with the permission of the
local executive branch. Although the amendment requires mayors to consider
the opinions of the parents of prospective newlyweds, it does not obligate
them to heed those opinions. The amendments must now be adopted by the
Federation Council and signed by President Putin. RC

A woman by the name of Nosrat Abouii, who was stoned in Yazd prison in
recent
weeks, managed to escape while she was being stoned but she was arrested
immediately by the suppressive agents of the regime and put in jail. She is
still in prison. Nosrat Abouii is the eighteenth woman known to have been
condemned to stoning during Khatami's presidency. According to mullahs'
laws,
which recognize gender apartheid even in punishments like stoning, women are
buried up to their armpits for stoning, while men are buried up to their
waist. Earlier, on September 25, Goli Nik-Khou was stoned to death after
serving her 15 -year sentence in the town of Naqadeh, western Iran. The
Women's Committee of the National Council of Resistance of Iran calls on
human rights fora and organizations throughout the world, in particular
women's rights organizations, o condemn decisively the crimes of the
misogynist religious fascism ruling Iran against Iranian women and demands
the release of Nosrat Abouii from prison. At the moment there are four
women -
 Ferdows, Ashraf, Sima and Shahnaz - in prison waiting to be stoned to
death.
