The Water Dept here in Philly actually encourages rainwater collection, as a way of keeping the sewers from being over-burdened during storms. (In some sections of the city we intentionally of unintentionally comingle storm & sewer, especially during heavy rain, when it all flows into the river.) They ask that we register where we're doing this. I don't think this is a Big Brother thing, but rather a gathering of info for future grants.
