Maybe others have similar questions, so I'll lead off with some obvious
ones: First, what are you using for compost? Second, are you planning to
apply it as a mulch (to help keep the soil moist), or are you using it
to add organic matter to the soil? (You are in Southern California, right?)

1) One of our gardens, the Penfield Park Garden is a collection of fifty
100 square foot (25 x 4) allotment plots that are hand watered by the plot
holders. We also occasionally dump a few sprinkle cans or 5-gal buckets on

2) We pay for the water and the sewage fee associated to the amount of
water we use (though we don't even have a sewage hookup).
3) So far this growing season, we have used 17,000 gallons of water (with a
very dry July and a very wet early season).
4) typically, approx 1/3 to 1/2 of our annual operating budget ($25 plot
fee multiplied by the number of plots) goes toward the cost of water.
