175% sounds like a pretty steep increase, still, at $150/yr not bad but I 
suppose it's all relative. 
The Moscow Community Garden (40 plot garden) charges $65/yr for a 20x20' plus a 
$25 refundable deposit. Most of that goes to pay for city water. Last year we 
had very few gardeners show up for workdays so recent lease changes now require 
gardeners to participate in two workdays and 10hrs on 'common' garden 
maintenance chores during the season (weeding flowerbeds, mowing pathways, 
etc). Plot assignment is first come, first served with prior leasing getting 
plot priority. We have an advisory board that manages the garden, sets rates 
and determines requirements. Anyone can join the board so transparency is not 
an issue.

waiting list is handled by the city and in an untransparent fashion.  You may 
have partners but money is not to change hands ( sublease. It is often handed 
down to family members. 


There is talk/rumours of lottery distribution of plots and yearly change.
