Great question!  
We had a community garden committee that worked pretty well. Then along came a 
"politician" that wanted to make the gardens his legacy and he wrested control 
and decision making from the hands of the committe, making it a minor 
dictatorship. He alienated many people and destroyed the friendly environment 
in his wake.  
Now that he's been ousted as a politician, the sour taste left behind has 
placed the garden in jeopardy. The rest of the powers that be are not 
interested in supporting the program any longer. 
 
I suggest that you prevent that sort of thing from happening by remaining with 
a garden committee, have meetings open to everyone, encourage transparency,  
have an accountant beyond reproach- probably outside the committee, and make 
decisions as a group with a majority rule.  Minor issues can be handled by the 
committee and big changes brought to the gardeners to consider. We have an 
annual meeting and if needed add an additional meeting for a major issue 
(replacing a water source, for example). We communicate with everyone via email 
and phone calls too.  It works- and we had several hundred garden plots.
