Ok, I'll take a stab at this. The way I see it is that you put things into the themes folder if they are specific to a theme. If the changes are to apply to everything, no matter the theme, then put it in your app/view. If it is specific to a theme (by implication I'm saying you have/are planning to have more than one theme), then put it in the themes/views.
If anyone else feels differently, speak up because I'd like to know if I'm doing the right thing. Cheers.
