Yeah, essentially the idea behind themes is that they might be reusable. So,
for example, you might develop a 'theme' that you'd like to use on several
CE sites. The theming mechanism allows you to do that. Or, you might want to
develop a theme and share/sell it.

If you've just got modifications you'd like to make to your app that you
know you'll never want to re-use or share, then you don't need to bother
with a theme; just override the views in your application's views folder.
