Yes, it should be enough.  Try using MacTCPWatcher.  I only suggest 
this as I've used it frequently with great success while times I've 
tried MacPing it's usually hung up.

Your settings look okay.

 From the Mac, try pinging both the Windoze box and the router.

Use Ethernet, EtherTalk is for MacIP aka IP over AppleTalk which your 
Windoze box isn't using.
