it's either a desoldering pump, in which case it will have a button you
push way down to cock it and a small button to suddenly release the
spring and create suction, or it's a syringe for solder flux or paste
solder.  syringes are actually very useful for allot of non medical
uses.  fortunately i live in an area that's not stupid enough to try and
restrict them!
