What I do in my Classic to boot from the ROM is to power on the computer, wait
until the chime and then *inmediately* press Command-Option-X-O, all at the same
time (Command, Option and "X" with my left hand and "O" with my right hand - it
takes a bit of practise). I keep them pressed until I see the "Welcome to
Macintosh" message. If you press the keys too early (i.e., before the chime),
the Classic may not realize that you have pressed them, and if you press them
too late, the Classic may ignore them.
