Unity doesn't put anything on other workspace, if it does that's a bug and "High" one in this case. "Newbies" are you said might get confused by workspace, but how are your newbies changing workspace without noticing? Using the launcher icon? If so they probably know where they click and can click on it again ... it's also easy to explain them "if you click there you get an overview of what is running" > hence we, Ubuntu evangelists, disable them so newbies don't flee back to > Windows. You are just contradicting yourself there and confirming it only affects users who have somebody technical who installed their system and went out of this way to change that settings.
