Many large businesses do not own computers.  They lease their equipment.

Dell has made a huge impact on business leases. A company will lease a piece of equipment for 2-3 years. When they are done with it they replace it with new equipment and ship the old stuff back to the leasing company.

Problem solved.

It is quite difficult for many businesses to buy and sell equipment unless they have a specific entity that will handle all this. To them the lease model is good practice.

The Federal Government (I am most familiar with the military) Keep their stuff until it is antiquated so it has absolutely no value when it is done.

Colleges/Universities keep their equipment for a long period of time and buy all of their stuff. They usually find a non profit/school to donate the equipment to when they are done. Again usually when it's shelf life is past expiration.

I have gotten some nice older Mac equipment this way. Absolutely no resale value at all.
