By the way Morals/Ethics do not equal public law.

Now understand I am talking about this and looking at this as a Sociologist would.

How the everyday person looks a this is a confusion of all the above terms and realizations.

No they do not. "Judicial" opinion probably has the greatest influence.
That system has a lot of drag built into it (and for good reason).

Gosh, if morals/ethics were set by opinion polls our socienty would
operate little better than MS Office.
