the landscape area around the tidal basin is aggressively maintained. the beds are dug up at least 4 times a year and the plantings replaced. the spring bulbs are removed and dumped. i knew a landscaper who used to go to the dumping site and take whatever he wanted. i do not know about the rest of the plants. i do not know why this area is maintained and others are not.
