 What is a "valid" use versus an "invalid" use?  I will often want to
slow down the playback of a video in order to better be able to see
what is happening.  Does my doing so require some form of validation?
If I choose to view a video at a slower playback frame rate than is
considered "normal," why would that need to go through some vetting
process?  I don't get it.
