It appears as though the reason that the Lower Merion School District failed to notify anyone about their willingness to employ surveillance through the use of the webcams on the computers that were provided to students has become clear. Here is a statement from the secondary LMSD network technician, Mike Perbix, about how they used this surveillance: "If you're controlling someone's machine, you don't want them to know what you're doing."
