So, I am wondering how broadband access will be determined? For instance, the detailed access coverage map at AT&T says that where I live is included in their service coverage area for voice phone service, but it is likely that service may not be available if indoors or in a car or in certain locations. If similar access standards are used to determine coverage under any universal broadband access mandate, much of it will be a joke.
