Well shiver me timbers, call me Ishmael. Last night during our sleeping hours, my wife's phone received an update.
When my wife checked her version number it said 2.2.1. I checked and sure enough the Hot spot icon is in her apps.
So it looks like Google has heard the calls and is trying to get all the current crop of phones on the same version of OS. (My Droid 2 came with 2.2.1)
