Yes, Fiddler is what I usually use for that.

I'm not sure how I would go about capturing the USB traffic on Windows

Capturing USB traffic on Windows is painful. You could probably do it on the host side, but it probably isn't necessary. I think from a USB standpoint, everything is probably working in Concordance already for these remotes.
