I think he just means that conkeror (and other programs) need to somehow
work out where config files should be stored. On *nixen, the default is
for the environment variable HOME to point at the toplevel directory in
which these should go.

Unless I've misunderstood, this won't affect expansion of "~" (which I
suspect gets handled lower down in the stack if at all on linux builds
of conkeror).
